If one does not sell their hamets on Pesah what type of products would they need to get rid of? Is flour/barley/semolina considered hamets? Are they only hamets when mixed with water and allowed to rise?

I’m not sure if this is accurate but I heard that some grains, such as wheat, are treated with water prior to milling.
In this case, would keeping flour during Pesah and not selling it be an issue? Is the assumption that most flour that is found in stores treated this way?
