Is it required to wait 24 hours before kashering utensils, pots, pans, etc.?
If one adds a few drops of dish soap to the hagala water so it’s noten taam lifgam would that remove the need to wait 24 hours?

You are right. If you clean it with soap, you don’t have to wait 24 hours. You can Kasher it immediately.
I’m assuming this would also apply to Keli Sheni when kashering, for example, cutlery using a dishwasher, does that sound correct?
Why are you Kashering a Keli Sheni?!
