If we do something 3x’s times in a row, does that make it obligatory on us?
In halachic terms, would that be considered a neder, a minhag, hazakah, or something else?

There is a concept that intentional, consistent practice (often described as “three times”) can create a minhag, but it is not automatic, and in any event it cannot obligate you as a neder because at your last hatarat nedarim you explicitly declared that no future nedarim would take effect. Do not worry about this.
I understand that withe last Hatarat Nedarim and Kol Nidre we annul our previous vows and oaths and the future ones for the year, but between us and G-d right? What about with other people? I see people saying bli neder all the time. When is something actually considered a neder or shevua? Which language create this bindings. Because it can become OCD.
