what does it mean when someone accepts shabbos early, before maariv, and from when does it actually count? if one person accepted shabbos but a fellow jew did not, can the first ask the second to do a melacha, since for the second it is still chol, and does it matter...

women and kiddush, if time bound mitzvos are exempt why kiddush

the recent article explained that women are exempt from time bound mitzvos. but kiddush seems to be an exception, women not only may say kiddush but are actually obligated in it. why is kiddush different, and what is the source for the exemption in the first place?
