It is not one of the 39 Melachot.
The 39 Melachot were things that were being done in the desert during the forty years between Egypt and Israel, like cooking and planting. As far as I know, there was no vaping then.
While current Orthodox Judaism clearly considers it a no-no, I cannot honestly come up with a reason why not.
