We know that all the milk in civilized countries today sold as cows milk is definitely cows milk for various reasons. I’m sure you read rav Moshe’s teshuvos, so you know the reasons.
Therefore, regular milk sold in the stores as cows milk, with or without certification, is properly considered Chalav Yisrael.
