If I remember correctly, Rav Moshe only mattirs it if you normally shave everyday, not just if you happened to have shaved before yom Tov
Reply: People who shave, normally shave. It is haircuts and trims that would be a problem to do on Chol Hamoed, since the Rabbis wanted them to be done prior to the Holiday.
Some people just shave once or twice a week. Then Reb Moshe would not allow you to shave during Chol Hamaoed
