Message:  Dear Rabbi Abadi,
Does this rule of dina demalchusah dina apply to all cases, or just monetary issues? Namely, does one have to obey traffic laws and drive with a license, etc? I clearly don't suggest nor do I expect you to condone these actions, but I just want to know if breaking the speed limit or driving when you're not supposed to, outside of any medical risks, is prohibited, lehalacha.
   
Reply:  Good Question. certainly it applies to Monetary Laws, but most other laws are required too. For example, laws like Traffic rules are a part of a working society. You cannot have a functioning society without it.
