IS IT A MITSVA TO GIVE CHARITY TO A NON JEW OR JUST A NICE THING?

And you replied:   Neither! It is not allowed. Last week's Parsha says "Lo Techanem." Only a non-Jew that keeps the Mitzvot that are required for non-Jews, known as a Ger Toshav.

Reply:  This does not refer to non-Jew, but rather to those that don't accept God & the laws. If a non-Jew keeps the laws for non-Jews, we take care of him fully. If a Jew doesn't keep his laws, we don't.
